The restoration and reconstruction project for roads at or above the county level in Pinggu District, Beijing, was recently completed and passed final acceptance. The project involved eight roads—Pingxing Road, Pingcheng Road, Xiayu Road, Xiongnan Road, Huguan Road, Beishan Road Branch, Beinan Road, and Houxi Road—with a total length of 10.67 kilometers, including 12 bridges (8 newly built and 4 repaired) and 20 culverts restored or rebuilt, comprehensively enhancing the roads' traffic-carrying capacity and disaster prevention and resilience.

Construction began in September 2025, and the project passed final acceptance on May 28, 2026, with a total construction period of more than 240 days.

Improvements to flood discharge and flood control capacity ran through the entire design and construction process. In response to the problem of soft slopes and susceptibility to collapse and landslides after heavy rain on some mountainous road sections, the project optimized slope protection methods by adopting more stable, scour-resistant protective structures to prevent slope detachment and collapse from affecting traffic on rainy days. For example, on the riverside and ravine-adjacent sections of Huguan Road, a more robust rubble concrete structure was used to improve the overall structural stability of the retaining wall; on submerged retaining wall sections, concrete aprons and gabion wire cages were added to further strengthen retaining wall stability.

At the same time, the road drainage system was comprehensively reviewed and optimized, clearing drainage bottlenecks at various points and upgrading the roads' drainage capacity. On Beinan Road, the original old circular pipe culverts had small diameters and slow drainage, causing the road surface to be damaged by water scouring; by removing the old drainage pipe culverts and building new large-diameter drainage box structures, the drainage throughput was greatly expanded, allowing rainwater to drain away quickly.

In addition, targeted "one bridge, one solution" renovation was carried out on 11 old bridges. For example, Jiangjunguan South Bridge on Pingxing Road ensures smooth river flow during flood season by optimizing the river passage space and raising the bridge deck height; Zhangzuo Bridge on Pingxing Road has deepened pile foundations, making the bridge foundation more stable and its risk resistance stronger. Through comprehensive quality improvement and renovation, the roads, bridges, and protective facilities reconstructed and upgraded in this project all meet high-standard flood control and flood prevention requirements.

To address the three high-frequency risks faced by mountainous highways during flood season—impact from floating debris, corrosion from de-icing salt in winter, and scouring by rainstorms and floods—the project innovatively introduced prefabricated ECC composite anti-collision technology, creating a custom "flexible protective armor" for the piers of seven key bridges. This protective structure combines multiple advantages, overcoming the shortcoming of traditional bridge protection that "resists rigidly and is easily damaged." Through the principle of flexible buffering, it greatly reduces impact force, effectively improving the bridges' impact resistance, corrosion resistance, and scour resistance, and significantly extending bridge service life.

The project also established a new integrated management and maintenance model of "post-disaster reconstruction—routine maintenance—intelligent monitoring," while advancing the construction of the Pinggu District highway and bridge intelligent monitoring platform. Integrated vibration and inclination sensors were installed on the Ju River Bridge on Xiongnan Road, along with sound and light alarms and high-definition video surveillance equipment, to monitor safety hazards such as pier and girder displacement, pier and abutment tilting, and cone slope collapse in real time 24 hours a day, achieving all-weather automatic early warning of road and bridge risks, early detection and early handling of hazards, and comprehensively improving the intelligent level of highway safety management and control.
