On April 13, at the construction site of the China Construction Third Engineering Bureau (CSCEC3) section of the 1-million-kilowatt photovoltaic power generation project in Ruoqiang, Bayingolin Prefecture, Tarim Oilfield, pile foundation construction was in full swing, marking the project's entry into the substantive construction phase.

The project is located 27 kilometers south of Ruoqiang County, Bayingolin Prefecture, Xinjiang, with a total land area of 25,903 mu and a total investment of over 2.65 billion yuan. The total installed capacity is 1 million kilowatts. The main works of the CSCEC3 section mainly include approximately 300,000 micro-bored cast-in-place piles, 19,000 sets of dual-column fixed supports, 1 million photovoltaic modules, and 1,672 inverters, as well as supporting ancillary works such as on-site maintenance roads and flood dikes.
"At present, there are more than 400 construction workers and over 60 pieces of machinery and equipment on site carrying out pile foundation construction. All materials procured in the earlier stage have arrived on site. The project is scheduled to enter the photovoltaic support and panel installation phase in May and the construction peak in June, when the number of construction workers will reach more than 2,000. It is expected to meet grid-connection conditions by the end of September," said Wang Dongji, deputy manager of the CSCEC3 Ruoqiang photovoltaic project.
To ensure the steady progress of the project, the project department strictly complies with labor safety regulations, rigorously fulfills all management responsibilities, makes every effort to carry out supervision and management work, and organizes returning personnel to conduct comprehensive safety training, striving to ensure project safety and quality and to guarantee that the project is completed on schedule with both quality and quantity assured.
Dong Chongyang, on-site safety supervision and management officer of the CSCEC3 Ruoqiang photovoltaic project, said: "This project not only closely aligns with the national 'dual carbon' development strategy and upholds the commitment to serving the country through energy, but as a labor-intensive industry, it has also driven local employment, providing local residents with opportunities to work and increase their incomes near their homes, demonstrating the company's sense of responsibility."
"I learned about the labor demand here from the county human resources and social security bureau. The project provides food and accommodation, and it is quite close to my home, so I can take care of things at home. I will work hard for a year to earn some extra income for my family," said Li Ke, a resident of Nurbagh Village, Tieganlike Township, Ruoqiang County.
It is understood that after the photovoltaic panel construction is completed, the project will also be equipped with one 220 kV booster collection station and one 100 MW/200 MWh lithium iron phosphate battery collection station, connected via a 35-kilometer 220 kV overhead line to the 220 kV side of the Ruoqiang 750 kV substation. Upon completion, the project is expected to generate 1.617 billion kWh of electricity annually, enough to meet the annual electricity demand of 100,000 households, building an efficient and stable power collection and transmission system. This will lay a solid foundation for the expansion and upgrading of Xinjiang's clean energy industry and the high-quality development of the regional economy and society, and contribute Ruoqiang's strength to achieving the national 'dual carbon' development goals.
