Inside the Xiaohe Emerging Industry Park of the Shanxi Transformation and Comprehensive Reform Demonstration Zone, the construction site of the Guobang Traditional Chinese Medicine (TCM) Decoction Pieces Production Phase II project is bustling: pile drivers roar, and engineering piles are driven precisely into the ground, marking that this provincial key pharmaceutical industry project has entered the physical construction stage.

　　The Guobang TCM Decoction Pieces Production Phase II project is invested and built by Shanxi Guobang Smart Pharmaceutical Industry Development Co., Ltd. It covers a total land area of 13,360 square meters and a total floor area of more than 27,000 square meters, with plans to build two standardized production workshops, an underground garage, and supporting ancillary facilities. Focusing on the deep processing of TCM decoction pieces, the project will further improve the regional TCM industry chain, enhance the large-scale and standardized production capacity of TCM decoction pieces, and help upgrade Shanxi's TCM industry.

　　It is worth noting that the project investor has long been engaged in pharmaceutical distribution and TCM processing, holds professional qualifications for drug storage and distribution, and can conduct storage and distribution of TCM decoction pieces, Chinese patent medicines, and other categories of drugs, laying a solid industrial foundation for the project's subsequent operations.

　　The pile foundation works are a key foundational part of the project, and the high standards and strict requirements of this construction have become a highlight on site.

　　"The deepest pipe piles must be driven 37 meters underground, and the total volume of all piling works exceeds 10,000 linear meters; no link can afford the slightest carelessness," said the on-site construction manager. To ensure the quality of the pile foundation works, the project team established a full-process quality control system, exercising checks at every level from source to construction. Before pipe piles enter the site, specialized personnel strictly verify product inspection reports, certificates of conformity, and other documents to ensure zero defects in incoming pipe piles; during construction, each pile point is equipped with a theodolite to precisely position the pipe piles and check verticality through professional equipment, while on-site technical personnel monitor throughout and adjust in real time to ensure every pipe pile meets national standards, consolidating the project's quality foundation through rigorous control.

　　Lyu Jianfeng, head of the project investor, said that the smooth progress of the project would not have been possible without the all-round, full-process service guarantees of the Shanxi Transformation and Comprehensive Reform Demonstration Zone. The Demonstration Zone has always treated the construction of key projects as an important lever for industrial development and has issued multiple policies to support the biomedicine industry, providing enterprises with a range of policy benefits covering land use, talent, property services, and fund support. Among these, biomedicine enterprises can receive rewards of up to 85% of their local fiscal contribution, effectively reducing construction costs for enterprises.

　　For the Guobang TCM Decoction Pieces Production Phase II project, the Administrative Approval Bureau of the Shanxi Transformation and Comprehensive Reform Demonstration Zone and the Xiaohe Emerging Industry Park Service Center set up a dedicated service task force to provide "shop assistant"-style full-process services, from technical guidance on project scheme design to the handling of various approval procedures, with dedicated personnel coordinating throughout and advancing efficiently. At the same time, they strengthened project element guarantees and service scheduling, and advanced preliminary work such as access road paving, construction fencing, and site earthwork backfilling ahead of schedule, clearing obstacles for the project to smoothly enter the physical construction stage and accelerating project construction.

　　At present, a number of key industrial projects in the Shanxi Transformation and Comprehensive Reform Demonstration Zone have successively landed and are being accelerated, creating a strong atmosphere of focusing on and pursuing major projects.
