　　The meeting noted that in 2025, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, and with the strong support of relevant central and state departments and local Party committees and governments, the entire railway construction system and all participating units took responsibility and overcame difficulties, demonstrated new achievements in serving and supporting major national strategies, fully manifested the investment-driven role of railways, maintained overall stability in construction safety and project quality, and continuously strengthened full and rigorous Party self-governance in the construction system. They successfully completed all targets and tasks and contributed railway strength to promoting sustained economic recovery and improvement.

 

　　The meeting noted that with the joint efforts of the vast number of participating units, the railway planning and construction tasks of the 14th Five-Year Plan period were successfully concluded. A large number of projects serving national strategies were completed and put into operation. China has built the world's largest and most advanced high-speed railway network, and railways have achieved remarkable results in serving economic and social development, promoting regional connectivity, and enhancing international influence.

 

　　The meeting emphasized that in the face of the new situation and new tasks of railway construction during the 15th Five-Year Plan period, the railway construction system and all participating units must raise their political stance and fully recognize that advancing railway planning and construction in a scientific and orderly manner is a concrete action to implement the spirit of General Secretary Xi Jinping's important instructions and directives and to serve and support major national strategies; it is a responsibility to give full play to the investment-driven role of railways and serve the building of a strong domestic market; and it is an inherent need to promote high-quality railway development and consolidate the foundation for building a world-class railway enterprise. They must effectively enhance the sense of responsibility and mission for advancing high-quality railway planning and construction, strive to build a world-class modern railway network, and demonstrate new achievements on the new journey.

 

　　　The meeting required that in 2026, the railway construction system and all participating units must solidly advance the action to strengthen the network and strengthen the chain, ensure the completion of railway construction tasks, and strive to achieve a good start for the 15th Five-Year Plan period. They must proactively serve major national strategies, coordinate the advancement of key projects, accelerate the implementation of a batch of projects to connect networks, fill gaps, and strengthen chains, and accelerate the building of a modern railway infrastructure system. They must adhere to holding the bottom line and red line, firmly establish the concept of safety first,压实 safety production responsibilities, strengthen construction safety risk prevention and control, and ensure sustained stability in railway construction safety. They must strengthen project quality management, improve the project quality control system, raise the technical level of engineering construction, intensify supervision and inspection, and strive to build premium projects. They must persist in deepening reform and innovation, vigorously standardize bidding and tendering management, unswervingly implement the production organization model of "equipment owned by the enterprise, teams managed by the enterprise, and production under self-control," improve the mechanism for construction serving operations, carry out construction in accordance with laws and regulations, and comprehensively improve the level of railway construction management.

 

　　The meeting required that the railway construction system and all participating units must consistently strengthen Party building, uphold and strengthen the overall leadership of the Party over railway construction work, strengthen the building of leadership teams and the ranks of cadres and talent, gather a powerful synergy for advancing railway construction, and use high-quality Party building to lead and guarantee high-quality railway construction and development. They must unswervingly advance the fight against corruption in the construction field, tighten and压实 the political responsibility for Party self-governance, tightly weave and densify the cage of institutions, carry out in-depth systematic rectification of prominent problems, and foster a sound political ecosystem that is clean and upright and encourages officials to take responsibility and start businesses.

 

　　At the meeting, the decision of the All-China Federation of Railway Workers' Unions on awarding the Locomotive Award Cup and Medal to advanced collectives and advanced individuals who made outstanding contributions to railway construction in 2025 was read out, and awards were presented to representatives of the winners.
