On January 6, the Zhengzhou Municipal Housing and Urban-Rural Development Bureau issued a public notice on the inclusion of newly added urban renewal projects in the project database. Following review, 13 projects, including the Zhengzhou Printing and Dyeing Cultural and Sports Creative Park Urban Renewal Project, met the database inclusion criteria, with a total investment of 7.25 billion yuan. Among them, 1 is in Zhongyuan District, 5 in Guancheng District, 2 in Huiji District, 1 in Zhengdong New District, 2 in the High-tech Zone, 1 in Gongyi City, and 1 in Xinmi City. The public notice period is from January 6 to January 12.

I. Zhengzhou Printing and Dyeing Cultural and Sports Creative Park Urban Renewal Project

Project Overview: The project is located in Zhongyuan District, in the enclosed area bounded by Jinshui West Road to the south, the Longhai Railway line to the north, China Resources Land Runyuan to the east, and Jinghong Central Garden to the west, with a total investment of 68 million yuan. The implementing entity is Zhengzhou Guokong Asset Management Co., Ltd.

Renewal Goal: Focusing on revitalizing inefficient existing resources and reshaping value, and driven by the dual core of "industrial heritage revitalization + cultural, sports and social interaction," the project aims to create a functionally integrated, continuously vibrant, and demonstrative urban renewal project.

Renewal Content: (1) Upgrading and renovating buildings and facilities: carrying out structural reinforcement, spatial reorganization, and facade renewal of the main buildings, and comprehensively upgrading internal infrastructure to meet new functional needs; (2) Renovating the environment and supporting facilities: creating high-quality public spaces and a personalized experience environment, including renovation of outdoor green spaces, plazas, roads, and pipe networks; construction of outdoor parking areas, charging facilities, leisure areas, and signage systems; and construction of supporting facilities such as police rooms and micro fire stations, as well as smart park systems; (3) Through industrial introduction and operation, incorporating functions such as cultural exhibition, sports and fitness, and social leisure, injecting sustainable economic and social vitality.

II. Renovation Project for Old Residential Communities Including Minleli and Two Other Communities in Guancheng Hui District

Project Overview: The project is located in Guancheng Hui District, bounded by the west side of Zijingshan Road to the east, the east bank of Xiong'er River to the west, Minle Beili–Nanguan Street–Longhai East Road–Yanchang West Street–Yanchang Back Street to the south, and the south bank of Xiong'er River to the north, with a total investment of 67 million yuan. The implementing entity is the Nanguan Street Subdistrict Office of Guancheng Hui District.

Renewal Goal: To create modern residential communities with complete functions, a clean environment, and orderly management; to address shortcomings in urban functions, quality, and safety and promote balanced regional development; and to effectively enhance the people's sense of happiness, fulfillment, and security.

Renewal Content: Comprehensive renovation of existing buildings and public spaces in a total of 36 building compounds across three communities: Minleli, Yanchang Back Street, and Nanguan Street. Main contents include: rectification of building facades and improvement of appearance; repair of internal roads and public areas; consolidation and undergrounding of low-voltage lines; separation and renovation of rainwater and sewage pipe networks; upgrading of security monitoring systems; and installation of community gates and smart access control systems.

III. Urban Renewal Project for the Zhigong Road Area in Guancheng Hui District

Project Overview: The project is located in Guancheng Hui District, bounded by the Wenmiao Temple and the west side of the Boduxinxiang Project to the east, the east side of Zhigong Road to the west, the north side of Dongda Street to the south, and the south side of Shangcheng Road to the north, with a total investment of 109 million yuan. The implementing entity is the Housing Security Service Center of Guancheng Hui District.

Renewal Goal: To meet residents' needs for residential facilities, improve the quality of the residential environment, fully leverage the regional value of the project area, and empower development through culture, helping Zhengzhou build an international cultural tourism center.

Renewal Content: (1) Implement building facade renovation, covering appearance improvement and roof waterproofing repairs; (2) Advance public space renewal, carrying out environmental rectification and quality improvement in public areas such as corridors and stairwells; (3) Carry out infrastructure upgrades, undergrounding overhead pipelines and simultaneously renewing internal roads and underground pipelines in the communities; (4) Complete renovation of ancillary facilities, renovating and beautifying community walls.

IV. Urban Renewal Project for the Renovation of 16 Old Residential Communities Including No. 167 Nanguan Street Compound in the Jurisdiction of Dongda Street Subdistrict Office, Guancheng Hui District

Project Overview: The project is located in Guancheng Hui District, in the enclosed area bounded by the west side of Nanguan Street to the east, the east bank of Xiong'er River to the west, the north side of Chengnan Road to the south, and the south bank of Xiong'er River to the north, with a total investment of 44 million yuan. The implementing entity is the Dongda Street Subdistrict Office of Guancheng Hui District.

Renewal Goal: This renovation follows the design strategy of "optimizing layout, improving functions, enhancing image, and benefiting the people," implementing "tailored measures and classified rectification" guided by residents' demands. With safety and resilience as the foundation, functional improvement as the core, cultural inheritance as the feature, and co-construction and co-governance as the path, it aims to create a modern living demonstration area that is "livable, resilient, and smart" through systematic advancement of old residential community renovation and renewal.

Renewal Content: (1) Infrastructure renewal: desilting and dredging rainwater and sewage pipes, repaving community roads, improving lighting, monitoring, and gate access control systems, and adding garbage collection points and parcel lockers; (2) Residential safety improvement: implementing waterproofing renovation of residential roofs, improving public lighting in corridors and stairwells, standardizing motor vehicle parking spaces, and building non-motor vehicle parking sheds to ensure traffic and charging safety; (3) Public space beautification: comprehensively beautifying the community environment and improving the image of guard rooms at main entrances and community service buildings; (4) Building appearance rectification: cleaning, repairing, and upgrading residential building facades.

V. Hongcheng Guangcai Urban Renewal Project in Guancheng Hui District

Project Overview: The project is located in Guancheng Hui District, bounded by Guangcai Street to the east, Dongtaikang Road to the south, Renmin Road to the west, and Wucai Road to the north, with a total investment of 53 million yuan. The implementing entity is Zhengzhou Hongcheng Real Estate Co., Ltd.

Renewal Goal: To create a new urban social gathering place and a cultural tourism shopping destination integrating high-level dining, high-quality retail, night economy experiences, and all-weather entertainment.

Renewal Content: Facade lighting enhancement along Renmin Road, Taikang Road, and Guangcai Street, and upgrading and renovating the shop signs of main entrance stores; upgrading and renovating the entrance gate, ground, and shop signs of the Guangcai Street block; renovating the power distribution pipelines, HVAC pipe networks, and water supply and drainage networks within the block, and upgrading spaces such as public passages, public area decoration, light box advertisements, and signage.

VI. Drainage Facility Improvement and Renovation Project in the Central Urban Area of Guancheng Hui District

Project Overview: The project is located in Guancheng Hui District, with the implementation scope covering streets and lanes such as Dongtaipingli, Beixiajie West Road, Daishu Hutong, Huangdiankeng, Nanguan Dongli, Guomian No. 2 Factory Lane, Weixin Street, Erligang East Street, Hongji Road, Huafengli, Tongshanli, Shangcheng Dongli, Xiaoximen, Xinnanli, Mingyue Road, Yunhe Road, Lingyin Road, Waiying Street, and Fayuan East Street, with a total investment of 49 million yuan. The implementing entity is the Urban Management Bureau of Guancheng Hui District.

Renewal Goal: To implement the basic design principles of "safety, durability, applicability, environmental protection, economy, and aesthetics," strengthen the construction of urban underground pipe network infrastructure through rational design and layout of rainwater and sewage pipe networks, solve livelihood issues such as drainage and waterlogging prevention facilities in Guancheng District, address shortcomings in underground pipe network facilities, improve urban functions, and enhance urban resilience.

Renewal Content: This renovation involves a rainwater-sewage separation road length of 7,572 m, covering rainwater-sewage separation renovation of 19 roads. It mainly includes repair of vehicular and pedestrian roads and rainwater-sewage separation renovation, along with supporting ancillary works such as inspection wells and rainwater inlets.

VII. Drainage Pipe Network Renovation Project in the Changxing Area of Huiji District

Project Overview: The project is located in Huiji District, bounded by Jingguang Road to the east, Sanquan Road to the south, Changxing Road to the west, and Guoji Road to the north, with a total investment of 40 million yuan. The implementing entity is Huiji District Urban Renewal Construction and Development Co., Ltd.

Renewal Goal: To improve the regional underground pipe network, implement rainwater-sewage separation, enhance regional drainage capacity, improve the living environment, and achieve improved urban resilience.

Renewal Content: Add rainwater and sewage pipe networks on the basis of the existing roads on Changqing Road; lay rainwater and sewage pipe networks along newly built roads such as Xincun West Road, Nanhe Road, and Beihe Road; newly lay 5.48 km of Grade II reinforced concrete rainwater pipes with diameters of DN600–DN800; and newly lay 5.48 km of double-wall corrugated sewage pipes with diameters of DN500–DN700.

VIII. Changxing Sports Park and Underground Parking Lot Urban Renewal Project

Project Overview: The project is located in Huiji District, bounded by Changqing Road to the east, Changxing Road to the west, Beihe Road to the south, and Xincun West Road to the north, with a total investment of 134 million yuan. The implementing entity is Huiji District Urban Renewal Construction and Development Co., Ltd.

Renewal Goal: Guided by the "Sports Park+" construction concept, focusing on directions such as supporting facility improvement, ecological quality enhancement, business format upgrading, cultural empowerment, and smart empowerment, the project aims to improve urban public service functions and create a high-quality composite urban public space integrating ecological conservation, sports and fitness, leisure and entertainment, and commercial supporting facilities.

Renewal Content: Closely following the core theme of "Sports Park+," build diversified sports facilities, advance child-friendly renovation, introduce sports-themed lightweight commercial formats, build a new underground parking lot, optimize the connection design between site entrances and surrounding roads, and add pedestrian crossing facilities.

IX. Public Space Renovation and Utilization Project of the West Plaza of Zhengzhou East Railway Station Transportation Hub

Project Overview: The project, formerly named Jingwei Huayue Plaza, is located at the West Plaza of Zhengzhou East Railway Station in Zhengdong New District, in the enclosed area bounded by the main building of Zhengzhou East Railway Station to the east, Xinyi Road to the west, Dongzhan South Street to the south, and Dongzhan North Street to the north, with a total investment of 185 million yuan. The implementing entity is Zhengzhou Rail Transit Real Estate Co., Ltd.

Renewal Goal: To activate the value of existing assets through resource integration and spatial reshaping; to shape an urban interface suitable for business and urban prosperity through environmental rectification and quality improvement; and to build a new pattern of efficient and convenient urban development through functional supplementation and service upgrading.

Renewal Content: (1) Revitalize inefficient resources: relying on regional commercial atmosphere and consumer demand, with exhibition and trade, cultural and creative experiences, and IP photo spots as the core, renovate above-ground and underground spaces; arrange commercial markets and supporting facilities to create a new commercial landmark and support consumption upgrading; (2) Renew the urban appearance: focusing on spatial shortcomings around Zhengzhou East Railway Station, implement dual upgrades of functions and landscape, optimize greening, paving, and structures; upgrade air vents into commercial display installations, streamline traffic flows, and introduce cultural sculptures to create a composite public space combining the image of an urban gateway with practical functions; (3) Upgrade supporting facilities: focusing on upgrading the service functions of the transportation hub, optimize existing facilities and add people-oriented supporting facilities such as service stations and luggage storage to improve service quality and spatial vitality around Zhengzhou East Railway Station; (4) Optimize transportation functions: aiming at efficient hub connections and smart upgrading, optimize transfer flows, build smart parking lots, arrange ride-hailing parking spaces and drop-off areas, and improve traffic efficiency and transfer experience; open up two connecting passages between underground spaces and the subway to achieve interconnection among high-speed rail, subway, and surrounding plots.

X. Songbai Intelligent Sensing Technology Park Project

Project Overview: The project is located at No. 12 Changchun Road, High-tech Zone, bounded by Changchun Road to the east, Lamei Road (adjacent to Meidensha Electric Engineering Co., Ltd.) to the west, Wutong Street (adjacent to Guangli Technology Co., Ltd.) to the south, and Hehuan Street to the north, with a total investment of 250 million yuan. The implementing entity is Zhengzhou Songbai Sensing Intelligent Technology Industry Co., Ltd.

Renewal Goal: To establish a high-tech product industrial chain centered on "smart sensing, smart everything" and build a new industrial park integrating production, R&D, product exhibition and sales, and corporate headquarters.

Renewal Content: Demolish the original old buildings and build one 6-story factory building and two high-rise factory buildings, and improve related industrial supporting facilities. The total construction area of the project is approximately 57,932.92 square meters.

XI. Innovation Avenue Industrial Service Area Project

Project Overview: The project is located in the High-tech Zone, in the area bounded by Innovation Avenue to the east, Liushan Road and Zinan Road to the west, Kexue Avenue and Duying Street to the south, and Wutong Street to the north, with a total investment of 6.032 billion yuan. The implementing entity is Gaoxin Industrial Investment Group Co., Ltd.

Renewal Goal: By revitalizing inefficient land and strengthening the coordinated development of industry and urban areas, improve urban functions, address shortcomings in public services and infrastructure, promote deep integration of industry and city, and strive to create a comprehensive urban cultural center with complete supporting facilities and diversified industries.

Renewal Content: Revitalize inefficient industrial land; relying on the region's leading industries, build an integrated industrial cluster for superhard material R&D, application, and services, and construct a high-performance superhard material products industrial park. This includes 14 industrial factory buildings and 1 comprehensive building, aiming to promote industrial agglomeration and cluster development; at the same time, focusing on residents' government service and living needs, strive to improve convenience facilities in the area, build convenience service centers, roads, and green parks; and create a 156,000-square-meter comprehensive urban cultural center to enhance urban taste and cultural soft power.

XII. Urban Renewal Project for the Renovation of Old Factory Areas in Mihe Town, Gongyi City

Project Overview: The project is located in the Yixin Technology Small and Micro Enterprise Park in Mihe Town, Gongyi City, in the enclosed area bounded by Shanlan Road to the east, Mufeng Road to the south, Nanhuan Road to the west, and Xiaolihe Street to the north, with a total investment of 89 million yuan. The implementing entity is the People's Government of Mihe Town.

Renewal Goal: By building new standardized factory buildings, introducing high-quality enterprises, and integrating industrial resources, help form industrial clusters and further enhance competitiveness.

Renewal Content: For idle land within the area, build 11 standardized factory buildings suitable for industrial upgrading, focus on introducing emerging industries such as semiconductors, attract high-quality enterprises through investment promotion, increase returns, and improve the utilization rate of idle land. For office buildings in relatively good condition, retain and utilize them by renovating and upgrading on the basis of preserving the original main structure, achieving dual improvements in function and quality.

XIII. Renewal and Renovation Project of Zhoulou Community, Qingping Street Subdistrict, Xinmi City

Project Overview: The project is located in the Qingping Street Subdistrict Office of Xinmi City, in the enclosed area bounded by Changle Road to the east, Zhoulou Street to the west, and Zhensui Road to the north, with a total investment of 130 million yuan. The implementing entity is the Qingping Street Subdistrict Office of Xinmi City.

Renewal Goal: Through old block renovation, improve the quality of the living environment, increase public activity spaces, improve supporting functions, improve residents' living environment, stimulate block vitality, improve municipal infrastructure, and enhance residents' sense of happiness, fulfillment, and security.

Renewal Content: Mainly carry out renewal and renovation of infrastructure supporting facilities, roads, pipe networks, and community greening in Groups 7 and 8 of Zhoulou Community within the Qingping Street Subdistrict Office.
