On December 16, the Ministry of Housing and Urban-Rural Development held a national conference on intelligent construction in Wuhan, Hubei Province, to thoroughly implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee and the Central Urban Work Conference, comprehensively summarize the practical achievements of pilot cities for intelligent construction, exchange experience and practices, and deploy efforts to vigorously develop intelligent construction and promote the high-quality development of the construction industry. Li Xiaolong, Vice Minister of Housing and Urban-Rural Development, attended the meeting and delivered a speech. Li Donghui, Vice Governor of the People's Government of Hubei Province, and Chen Jinchao, Vice Mayor of the People's Government of Wuhan Municipality, delivered speeches.

The meeting noted that the pilot work on intelligent construction has achieved positive results since its launch three years ago. Pilot cities and relevant provincial housing and urban-rural development authorities have established sound coordination and promotion mechanisms, introduced a series of supportive policies in light of urban characteristics and industrial advantages, vigorously supported and served various market entities in participating in the pilot work, and solidly advanced the implementation of various tasks with effective results, yielding abundant technological innovation achievements and industrial development cases. Promoting intelligent construction has become an industry consensus.

The meeting emphasized that, based on the current situation, developing intelligent construction is an inherent need for the transformation and development of the construction industry. Guidance and support for construction enterprises should be further strengthened to help them seize opportunities and make good use of resources, further improve and strengthen themselves and become more refined and specialized through the development of intelligent construction, and cultivate a group of backbone enterprises to play a demonstrative and leading role in the high-quality development of the construction industry.

The meeting required that intelligent construction be promoted and applied on a larger scale, with greater emphasis on policy and mechanism coordination, strengthening the top-level design for high-quality development of the construction industry, and determining development priorities according to local conditions with precise measures; greater emphasis on the guidance of standards and specifications, enhancing the guiding force and binding force of standards and specifications, and gradually improving the refinement and intensification of engineering construction; greater emphasis on the development of laws and regulations, reviewing and improving relevant rules and policy documents, and strengthening guidance and support for new construction methods; greater emphasis on improving organizational methods, promoting engineering general contracting and architect responsibility systems according to local conditions, and increasing the added value of building products and services; and greater emphasis on talent team cultivation, accelerating the cultivation of construction industry worker teams, vigorously advancing the discipline development of intelligent construction, and building a highly skilled and professional new talent team.

At the meeting, the housing and urban-rural development authorities of Hubei Province and seven pilot cities—Suzhou, Changsha, Wenzhou, Hefei, Xiamen, Guangzhou, and Chengdu—delivered speeches on typical experience. Ding Lieyun, an academician of the Chinese Academy of Engineering, gave a special report. After the meeting, the participating representatives conducted on-site visits to the National Digital Construction Technology Innovation Center, the Hubei Intelligent Construction Technology Achievement Exhibition, and three typical engineering projects.
