Recently, the Jingtai Shangshawo Fumin 200 MW photovoltaic power generation project, a supporting new energy base in Baiyin for Shandong Energy's "Gansu Power Transmission to Shandong" initiative, undertaken by PowerChina Nuclear Engineering Company, was successfully connected to the grid. As an important supporting project of the "Gansu Power Transmission to Shandong" program and the first new energy project in Jingtai County within the base to be grid-connected in 2025, the project adheres to the construction philosophy of "combining construction with protection and prioritizing ecology," achieving coordinated advancement of energy development and ecological protection and providing solid support for east-west energy cooperation and green development.
The project is located in the transition zone from the eastern foothills of the Qilian Mountains to the Tengger Desert, covering a total area of more than 6,000 mu. The complex and diverse geological conditions of the construction area, along with the harsh environment of scorching heat and raging wind and sand, have posed multiple challenges to project construction. Since commencement, PowerChina Nuclear Engineering Company has been committed to the goal of a "diamond-quality premium project," integrating "champion culture" and "craftsmanship culture" into the entire construction process, upholding the management philosophy of "planning for every project and standards for every task," and rigorously implementing responsibilities at every level while strictly adhering to quality bottom lines. The construction team has carried forward the PowerChina iron army spirit of "being especially able to endure hardship, fight hard, and make sacrifices," taking root in the Gobi desert and forming dedicated task forces. Through technological innovation, they overcame complex geological challenges, responded to harsh environmental challenges with scientific coordination, advanced sand fixation and ecological governance in parallel, and efficiently completed all construction tasks.
After the project is put into operation, its annual power generation can reach 350 million kWh, which will be supplied directly to the Shandong power grid through ultra-high-voltage transmission channels. It can save 103,000 tons of standard coal annually and reduce carbon dioxide emissions by 285,300 tons, sulfur dioxide by 28.75 tons, and nitrogen oxides by 46.09 tons, yielding significant ecological benefits. From the perspective of regional coordination, the project not only injects green momentum into the optimization and upgrading of Shandong's energy structure and alleviates pressure on energy supply security, but also transforms Gansu's resource advantages into economic development advantages, driving local employment and the development of related industries, and realizing a development pattern of "west-to-east power transmission and mutual benefit."
This project is a vivid practice of implementing the new national energy security strategy and advancing the realization of the "dual carbon" goals. Through technological breakthroughs and model innovation, the project has achieved the organic unity of energy development, ecological protection, and regional coordination, providing replicable and scalable experience for clean energy development in western desert regions and contributing PowerChina's strength to building a clean, low-carbon, safe, and efficient modern energy system.
