On November 26, the unit works of 19 small dike-crossing structures and the L388-L395 dike-top flood-control road in Section 13 of the civil construction of the Liaohe River Mainstream Flood Control Enhancement Project, undertaken by Sinohydro Bureau 1 Co., Ltd., passed acceptance, with all accepted items rated "Excellent."
As an important component of one of the 150 major national water conservancy projects, the Liaohe River Mainstream Flood Control Enhancement Project is deeply integrated into the overall layout of the national water network construction and shoulders the important mission of optimizing the water security pattern of the basin. The project's governance scope covers the 538-kilometer mainstream basin from the confluence of the East and West Liaohe Rivers to Erjiegou in the lower reaches, while concurrently advancing coordinated governance of 19.06 kilometers of the estuary sections of six tributaries.
The 19 small dike-crossing structures, including the Yuhongcun South Sluice, the Weichang Uplift Main Canal Sluice, and the Zhihongcun Drainage Sluice No. 1, can effectively withstand extreme flood risks. They are not only key nodes for diverting accumulated water inside and outside the dikes and reducing flood peaks during the flood season, but also important facilities for ensuring farmland irrigation along the route during the non-flood season. To fully safeguard the rigid demand of farmers along the route for land irrigation, how the Sinohydro Bureau 1 construction team balanced construction progress with livelihood protection became a core challenge. Facing a tight construction schedule and heavy tasks, the project Party branch established "Party member responsibility zones," designating dedicated Party members to take charge under a responsibility system, leading quality excellence through Party building, precisely aligning with livelihood needs, and coordinating to resolve constraining factors during construction, thereby achieving coordinated improvement of project quality and public well-being.
The L388-L395 dike-top flood-control road, as a key flood-control passage, undertakes the important functions of material transport during the flood season, dispatch of emergency rescue teams, and dike maintenance during the non-flood season. It occupies an irreplaceable position in the basin's flood-control emergency system, which also imposes stringent requirements on construction process precision and technical standard control far exceeding those of conventional projects. To ensure project quality, the Sinohydro Bureau 1 construction team made concerted efforts in both resource coordination and quality control, established a "three-party linkage" communication mechanism, surveyed multiple key irrigation nodes, and formulated a "staggered construction" plan to suspend relevant procedures during peak irrigation periods. In quality control, it built a full-process quality assurance system and comprehensively coordinated quality management, ensuring that construction tasks were completed with high quality and high standards.
The smooth acceptance of the two unit works—the 19 small dike-crossing structures and the L388-L395 dike-top flood-control road—marks another major phased breakthrough in the project construction. The Sinohydro Bureau 1 construction team will efficiently advance the final acceptance of the remaining works, ensure that the project fully delivers comprehensive benefits such as flood control, drainage, and ecological protection, and continue to contribute Power Construction Corporation of China strength to the high-quality development of water conservancy in Liaoning Province.
