Recently, the Phase III project of the 2 GW fishery-solar hybrid power generation project in Zhanhua District, Binzhou—the world's largest fishery-solar hybrid project—officially commenced construction.

The project is located in Binhai Town, Zhanhua District, Binzhou City, Shandong Province, covering an area of approximately 66,000 mu, with a planned total capacity of 2 GW. It also includes the construction of Asia's largest 220 kV booster station and transmission lines. The project is being built in five phases. Sinohydro Bureau 10 Co., Ltd. is undertaking the EPC general contracting for the booster station and transmission lines as well as the PC Section I construction of the photovoltaic plant area. To date, approximately 299 MW of capacity from Phases I and II has been connected to the grid.

Under the "fishery-solar hybrid" model, the photovoltaic panels shade the sunlight, lower water surface temperatures, and reduce water evaporation while inhibiting algae growth, providing a better growing environment for fish and shrimp. This photovoltaic power station can further promote the integrated development of the photovoltaic industry and traditional aquaculture in coastal areas, creating a three-dimensional circular industrial model of "power generation above, fish farming below." This not only enables efficient development of clean energy but also achieves composite utilization of existing aquaculture ponds, creating more space for green, low-carbon, and high-quality development. The Phase III project that has now commenced construction includes a 204 MW photovoltaic area and a booster station, with the first batch planned for grid connection by December 30, 2025, the main transformer back-charging for Phase III by January 30, 2026, and full-capacity grid connection by March 31, 2026.

As currently the world's largest single fishery-solar hybrid power generation project, once completed it will provide approximately 3.39 billion kWh of green electricity annually, becoming an important component of the ten-million-kilowatt-level integrated wind-solar-storage-transmission base on the saline-alkali tidal flats of northern Shandong, creating more space for the green, low-carbon, and high-quality development of the local economy.
