On November 12, Zhao Hui, Party Committee Secretary and Chairman of CRCC Heavy Industry, delivered a special Party lecture themed "Uphold the Safety Red Line, Fulfill the Mission of Party Members, and Shoulder the Responsibility for Work Safety Under the Leadership of the Party." The lecture focused on the current work safety situation, combining in-depth case studies with rigorous interpretation, and centered on the core proposition of "high-quality Party building leading high-level safety." It guided all Party members to uphold the red line and bottom line of CRCC Heavy Industry's safe development with a sense of responsibility of "always being concerned" and an action-oriented approach of "everyone bearing responsibility on their shoulders." Members of the CRCC Heavy Industry leadership team attended the study session.

Zhao Hui stated that holding this special safety Party lecture is a concrete practice of thoroughly studying and implementing General Secretary Xi Jinping's important expositions and important instructions on work safety, and is also a key measure to implement the "Thunder Action" work safety deployment of the State-owned Assets Supervision and Administration Commission of the State Council and China Railway Construction Corporation, give play to the role of primary-level Party organizations as fighting fortresses and the vanguard and exemplary role of Party members, and promote the effective implementation of the three-year action for fundamental improvement of work safety. Zhao Hui emphasized the need to raise political standing and keep a firm grip on the "steering wheel" of safe development, deeply grasp the fundamental position of "people first, life first," deeply understand the political positioning that "work safety is a matter of national importance," and deeply comprehend the strategic requirement of "coordinating development and safety"; to anchor to policy orientation and weave a tight "responsibility network" for safety prevention and control, closely follow the policy requirements of the "responsibility system," consolidate work safety responsibilities for all employees, keep pace with the policy direction of "fundamental improvement," overcome risks in key areas, conform to the policy trend of "invigorating safety through science and technology," and enhance safety prevention and control capabilities; and to give play to the role of Party members and activate new momentum for safe development, serving as "publicity officers" for policies and theories so that safety concepts take root in people's hearts, as "vanguards" in hazard investigation so that risks and hidden dangers have nowhere to hide, as "supervisors" of discipline enforcement so that safety regulations are rigidly implemented, and as "vanguard teams" in emergency response so that emergencies are handled scientifically. They should practice their original aspiration and mission through concrete actions, shoulder the responsibility for work safety, and safeguard the high-quality development of the enterprise.
