On October 29, the completion acceptance meeting for the Xinjiang Kezhou Xiater Hydropower Station project was successfully held in Urumqi. The acceptance was commissioned by the Development and Reform Commission of the Xinjiang Uygur Autonomous Region, which entrusted Northwest Institute to form an acceptance committee. After multiple rounds of document review and reporting deliberations, the attending experts and representatives unanimously agreed that the project passed completion acceptance, marking the official completion of full life-cycle closed-loop management for this cascade hydropower station with a total installed capacity of 248 MW.
As a core indicator measuring engineering management level, Xiater Hydropower Station achieved an excellent result of completing the entire process from full unit commissioning to completion acceptance in 3.5 years. It was recognized by the autonomous region's Development and Reform Commission, the Department of Water Resources, and Northwest Institute as the case with "the shortest acceptance cycle among the hydropower projects we have encountered," an efficiency far exceeding the industry average.
As a key node in the cascade development of the Kezi River, Xiater Hydropower Station has an average annual power generation of 936 million kWh over multiple years, which can effectively alleviate the power shortage in the three prefectures of southern Xinjiang. Its smooth commissioning and acceptance not only inject stable clean energy into regional industrial development, but also align with the energy structure transformation needs under the national "dual carbon" goals. It can reduce carbon dioxide and soot emissions by more than hundreds of thousands of tons annually, helping Xinjiang build a green energy system.
As an industrial aid-to-Xinjiang project of Power Construction Corporation of China and a project supported by the SASAC poverty alleviation fund, the efficient acceptance of Xiater Hydropower Station demonstrates the responsibility of central state-owned enterprises in borderland construction. It not only drives local employment and infrastructure upgrading, but also supports livelihood projects such as specialty agriculture and ecological restoration through clean energy supply, continuing the development path of central state-owned enterprises to "take root in the borderland, build the borderland, and benefit the borderland."
