On October 18, as the last truckload of ballast material was precisely dumped into the closure gap, the Changbo Hydropower Station on the upper reaches of the Jinsha River—a key project under China's 14th Five-Year Plan undertaken by Sinohydro Bureau 5 Co., Ltd.—successfully achieved river closure one month ahead of schedule, laying a solid foundation for the subsequent comprehensive construction of the main works.

According to the schedule for early power generation by the end of 2028, the closure time for the project was advanced from mid-November to mid-October, and the closure flow rate was increased from 401 cubic meters per second to 811.6 cubic meters per second. This closure adopted the single-dike two-way end-dumping closure method, blocking the riverbed in one go. The closure flow standard was 811.6 cubic meters per second, and the closure dike was 190 meters long, including 140 meters of pre-advancement and a 50-meter closure gap. A total of more than 26,600 cubic meters of rockfill was dumped into the closure gap of the dike over 14 hours, with a dumping intensity of 2,281 cubic meters per hour.

The Changbo Hydropower Station is located on the Jinsha River at the border between Sichuan Province and the Tibet Autonomous Region. It is the eleventh cascade hydropower station in the "one reservoir, thirteen cascades" planning for the main stream of the upper Jinsha River, with power generation as its primary development task. The project is a large (Type 2) project, and the station adopts a mixed development mode. The normal storage level is 2,387 meters, with a corresponding reservoir capacity of 16.7 million cubic meters and a regulating capacity of 8.1 million cubic meters. The installed capacity of the station is 826 megawatts, with an annual power generation of 4.355 billion kilowatt-hours. After completion, the station can save 1.3 million tons of standard coal and reduce carbon dioxide emissions by 3.59 million tons, which is of great significance for promoting regional green and low-carbon transformation and supporting local economic and social development.
