Recently, 12 local standards including the "Technical Specification for Highway Intelligent Self-service Toll Collection Systems," proposed and coordinated by the Heilongjiang Provincial Department of Transportation, were approved for implementation and release. The standards cover multiple fields and directions such as cold-region highway infrastructure construction and maintenance, smart mobility and smart logistics, and green and low-carbon development, providing important technical support forHeilongjiangProvince to improve the quality and durability of cold-region highways, promote the intelligent development of transportation, and enhance transport efficiency and service levels.

　　The Heilongjiang Provincial Department of Transportation has continuously strengthened the construction of the standards system and the supply of standards in the transportation field, giving full play to the foundational and leading role of standards to effectively support industry transformation and high-quality development. At present, during the "14th Five-Year Plan" period, Heilongjiang Province has cumulatively released and implemented 37 local standards in the transportation field.

　　The "Technical Specification for Highway Intelligent Self-service Toll Collection Systems" is based on the "Harbin-Daqing Expressway Smart Cloud Toll Collection Project" and was jointly drafted and completed by units such as Heilongjiang Transportation Development Co., Ltd. The project has converted all 24 lanes other than ETC lanes among the 42 lanes at 5 toll stations along the entire Harbin-Daqing Expressway section into intelligent self-service toll lanes, further advancing the standardized construction of smart cloud toll collection and realizing a smart cloud toll collection model of minimally staffed toll stations with full-scenario, full-coverage operation.

　　The "Specification for the Setting of Traffic Guidance Signs on Smart Expressways," jointly compiled by units such as Heilongjiang Provincial Transportation Planning and Design Research Institute Group Co., Ltd., clearly stipulates the basic provisions, technical requirements, setting requirements, power supply system, operation and maintenance, and quality control and acceptance for traffic guidance signs on smart expressways. It has important guiding significance for improving the facility design and layout optimization of traffic guidance signs on smart highways and can enhance the safety of vehicles traveling on smart expressways.
