CCTV News (Xinwen Lianbo): The Chinese People's Political Consultative Conference (CPPCC) is a great creation in the political system and an important force for achieving national prosperity, national rejuvenation, and people's happiness. Since the 18th National Congress of the Communist Party of China, the CPC Central Committee with Comrade Xi Jinping at its core has focused on developing whole-process people's democracy, guiding the CPPCC to vigorously strengthen the building of consultative democracy with reform thinking, innovative concepts, and pragmatic measures, integrating consultative democracy throughout the entire process of political consultation, democratic supervision, and participation in the deliberation and administration of state affairs, and transforming the institutional advantages of the CPPCC into national governance effectiveness.

Consultative democracy is an important form of practicing whole-process people's democracy. In the new era, the CPPCC adheres to the organic integration of Party leadership, the united front, and consultative democracy, further giving play to the CPPCC's role as a specialized consultative body and continuously enriching the content of consultative democracy. The scope of consultation has expanded from being mainly concentrated in the economic and social fields in the past to covering all aspects of the "Five-Sphere Integrated Plan" overall layout and the "Four-Pronged Comprehensive Strategy" strategic layout, comprehensively assisting scientific and democratic decision-making.

From establishing the biweekly consultative symposium to exploring the holding of remote consultation meetings, from standardizing sector-based consultation meetings to setting up expert consultation meetings, the forms of consultative deliberation have become more diverse, continuously improving the quality and level of in-depth consultation. The CPC Central Committee has formulated and issued a series of institutional documents, including the Implementation Opinions on Strengthening the Building of Consultative Democracy in the CPPCC and the Opinions on Strengthening and Improving the Work of the CPPCC in the New Era, and the "four beams and eight pillars" of the socialist consultative democracy system have become increasingly sound.

Since the 18th National Congress of the Communist Party of China, the National Committee of the CPPCC has closely focused on the central tasks of the Party and the state, consistently taking serving and supporting comprehensively deepening reform as the focus of its performance of duties. It has carried out more than 950 special research projects and inspection tours by members on important issues of comprehensively deepening reform and convened more than 230 consultative deliberation meetings of various types, contributing ideas and efforts to building a moderately prosperous society in all respects, the formulation and implementation of the 14th Five-Year Plan, and the building of a Beautiful China.

It has continued to focus on the black soil issue and the ecological and environmental protection of the Yangtze River in carrying out democratic supervision, providing important references for the scientific decision-making of the CPC Central Committee. The 14th National Committee of the CPPCC formulated implementation opinions on strengthening and improving democratic supervision work, giving play to the advantages of consultative supervision and successively carrying out special democratic supervision on 10 key issues in the implementation of the 14th Five-Year Plan. It has improved the working mechanism for the CPPCC's democratic supervision to coordinate, cooperate, and connect with other forms of supervision.

Practicing the concept that the CPPCC serves the people, from strengthening the construction of high-standard farmland to holding the bottom line of preventing large-scale return to poverty, from expanding high-quality medical resources and promoting balanced regional distribution to the coordinated development of elderly care undertakings and the elderly care industry, the "urgent, difficult, worrying, and eagerly anticipated" issues of concern to the broad masses of the people are also the focus of the CPPCC's research and deliberation.
