On September 3, the 2024 National Engineering Construction Sector "Quality Month" Open Experience Day, hosted by China Construction News and themed "Craftsmanship Quality, China Construction," was held in Qingdao. Through telling vivid quality stories in the engineering construction sector, the event jointly promoted "social co-governance of quality" and fostered a strong atmosphere of honoring quality and pursuing excellence.

The event was presented via livestream, leading viewers on an in-depth visit to Qingdao Metro Group Co., Ltd. (hereinafter referred to as "Qingdao Metro") and launching an "online journey." With 8 operating lines totaling 348 kilometers, 9 lines under construction totaling 158 kilometers, 13 approved lines totaling 506 kilometers, and 19 lines in long-term planning totaling 872 kilometers, the main urban area has initially achieved network-based operation... Since 2015, Qingdao Metro has been accelerating the construction of a "Qingdao on Rails" at a pace of opening at least one line per year, gradually becoming the main force in the city's public transportation undertaking.

Innovative technologies such as TACS (Train Autonomous Circumambulation System), high-performance fair-faced concrete, complete prefabricated construction kits, and megawatt-level flywheel energy storage have all reached industry-leading levels, and the innovative achievements in team building have gained widespread recognition.

At the livestream site in Qingdao, Zhang Jun, Party Secretary and Chairman of Qingdao Metro, provided netizens with a "cloud science popularization" of Qingdao Metro's efforts and achievements in high-quality development.

Zhang Jun introduced that Qingdao Metro, focusing on high-quality and sustainable development, has set the "Double First-Class" development goal of "building a world-class metro and creating a first-class urban investment and construction operator." Adhering to problem orientation and goal orientation, benchmarking advanced practices and experience in the industry at home and abroad, and profoundly summarizing long-unresolved problems in industry development at home and abroad, it has established the "1+6" goal system for building a world-class metro, striving to create an industry demonstration benchmark in the rail transit field.

Zhang Haibo, head of the Municipal Public Utilities Supervision Station of the Qingdao Housing and Urban-Rural Development Bureau, stated that quality is the "lifeline" of engineering. The Qingdao Housing and Urban-Rural Development Bureau has always adhered to the principle of "quality first," comprehensively implemented quality standardization management, established the "five standardizations" system, and summarized and formed a quality supervision model centered on "whole-process quality supervision and full-process acceptance supervision," effectively advancing quality management toward standardization, efficiency, and pragmatism, and powerfully guaranteeing the high-standard and high-quality construction of Qingdao Metro.

Improving the quality of urban rail transit construction projects is an important issue in urban development, and teams, as the most grassroots production and management units, are directly related to multiple aspects such as enterprise production efficiency, quality control, safety management, and team cohesion.

Zhang Jun gave a detailed introduction to Qingdao Metro's innovative practices in team building. Qingdao Metro strives to consolidate the foundation for high-quality and sustainable development. Through the combination of experience and reality, theory and practice, problems and solutions, paradigms and reconstruction, and innovation and respect, it focuses on the most grassroots organization of the enterprise—the team—and proposes a new concept of team building centered on democratic management, achieving the "five persistences" (persisting in Party building leadership, persisting in the Party's mass line, persisting in participatory democratic management, persisting in problem orientation and goal orientation, and persisting in innovation leadership). Through this new model of participatory democratic management, it improves the effective form of enterprise employees' participation in management, promotes the sinking of management power into teams, enables teams to self-improve and participate in management, effectively releases workers' value creation, and truly gives frontline workers "status, respect, and tangible benefits."

Zhang Haibo said that through in-depth research and summarization of Qingdao Metro's typical experience, the Qingdao Housing and Urban-Rural Development Bureau, based on the actual conditions of the housing and urban-rural development industry, issued the "Implementation Opinions on Promoting Construction Team Building Management," which is being implemented in housing construction and municipal public works projects across the city to comprehensively consolidate the foundation of quality and safety management.

Liu Xin, an expert in safety and quality management of urban rail transit construction, pointed out that Qingdao Metro has carried out deep innovation and extensive practice in team building, providing very valuable experience for team building nationwide and serving as a banner for standardized team creation in the industry and even the whole country.

Qingdao Metro firmly adheres to the "Double First-Class" goal, with scientific and technological innovation and management innovation as the "dual-wheel drive" providing strong impetus and support for development, continuously improving engineering quality management, building a new pattern of high-quality development, and providing a model and contributing "Qingdao Metro strength" to the high-quality development of urban rail transit in China.

In the "1+6" goal system, Qingdao Metro takes innovation as the "1" and fully integrates the spirit of innovation into the six major goals, solving pain points, bottlenecks, and difficult problems through innovation. Qingdao Metro persists in moving toward the "new" and achieving long-term progress through "quality," and high-quality development has accelerated.

Qingdao Metro has always adhered to innovation leadership, upheld the development philosophy of openness, sharing, and win-win cooperation, comprehensively promoted the construction of smart urban rail transit, and built the country's first "all-line, all-function, all-element, all-scenario" smart station system and the country's first fully implemented smart operation and maintenance system covering five major specialties—"vehicles, power supply, electromechanical, communication and signaling, and track works." Production and operation efficiency and emergency response efficiency have increased by 30%, the failure rate has decreased by 15%, and costs can be saved by more than 87 million yuan annually. A TACS demonstration project has been built to high standards. TACS has completely independent intellectual property rights, and its technical level is world-leading, realizing the leap of China's rail transit core technology and equipment from "following" to "leading."

Qingdao Metro has developed a complete set of prefabricated construction technologies, achieving factory fabrication and on-site assembly. Prefabricated stations use 80% less labor than cast-in-place stations and save 4 to 6 months of construction time. With "no leakage, no seepage, solid inside and beautiful outside" as the core goal, it has innovatively promoted high-performance fair-faced concrete, adopting light and simple decoration and using the natural texture of concrete as the decorative effect. Compared with conventional concrete, each station reduces cement usage by 6% and decoration area by 70%. It has independently developed an integrated smart construction site platform to achieve precise management of construction sites, improving management efficiency by 30% and effectively solving the difficulties of metro construction such as many people, many sites, wide coverage, and high management difficulty.

In addition, Qingdao Metro has formulated the "Qingdao Metro Science and Technology Innovation Development Plan," focusing on new quality productive forces and building a full-life-cycle science and technology innovation development planning system covering 5 major tracks and 15 core technology clusters, using scientific and technological innovation to break through development bottlenecks. It pioneered the double-shield TBM (full-face hard rock tunnel boring machine) construction technology nationwide, effectively solving the hard rock tunneling difficulties encountered by Qingdao Metro and the problem of untimely backfill grouting behind traditional TBMs, achieving safe, high-quality, and efficient construction of running tunnels. It has comprehensively promoted BIM (Building Information Modeling) technology, achieving the full application of BIM forward design, greatly improving construction efficiency, fully guaranteeing quality, and effectively reducing safety risks in on-site operations.
