On September 6, the super typhoon Yagi made landfall successively in Wenchang City, Hainan Province and Xuwen County, Guangdong Province, causing severe damage.
After the disaster struck, General Secretary Xi Jinping attached great importance to it and gave important instructions, requiring that "forces be organized for disaster relief and that work such as the transfer and resettlement of affected people be properly carried out," and that "damaged infrastructure such as transportation, power, and communications be repaired as soon as possible, post-disaster reconstruction be actively carried out, normal production and living order be restored at an early date, and the safety of people's lives and property be effectively safeguarded."
Relevant localities and departments conscientiously implemented the spirit of General Secretary Xi Jinping's important instructions, closely monitored the typhoon's movement, implemented various defense measures in a detailed and thorough manner, and organized forces to make every effort to carry out emergency rescue and disaster relief.
At present, the Ministry of Water Resources has a total of 4 working groups in Guangdong, Hainan, Guangxi, and Yunnan assisting in guiding rainstorm and flood defense work. Yao Wenguang, director of the Department of Flood and Drought Disaster Prevention of the Ministry of Water Resources, said that the spirit and requirements of General Secretary Xi Jinping's important instructions will be resolutely implemented, disaster conditions will be verified promptly, and particular attention will be paid to the track and development trend of Typhoon Yagi, so as to firmly establish bottom-line thinking and extreme thinking and implement defense responsibilities and measures in a detailed and thorough manner. Efforts will be made to ensure the achievement of goals such as no reservoir dam failure, no breach of important dikes, and no impact on important infrastructure.
As a strong typhoon approaches, the transfer and resettlement of affected people must be properly carried out, and every effort must be made to reduce casualties.
The reporter learned from the Guangdong Provincial Headquarters for Flood Control, Drought Relief, and Typhoon Prevention that in order to effectively respond to Super Typhoon Yagi, Guangdong made full preparations in terms of personnel, materials, and emergency response, and transferred and resettled threatened people in advance. As of 12:00 on the 6th, Guangdong Province had transferred a total of 574,511 people from dangerous areas on land in advance.
At around 22:20 on the 6th, Super Typhoon Yagi made landfall along the coast of Jiaowei Township, Xuwen County, Zhanjiang City, Guangdong, leaving many long-distance truck drivers and local tourists stranded.
When the reporter arrived at the resettlement site at Xuwen County Experimental Middle School, they saw that each resettled person had been issued a mat and a quilt, and sufficient food and drinking water had also been stored in the classrooms. Staff at the resettlement site told the reporter that there were currently about 800 people at this site, all of whom had been provided with free food and drinking water. Special attention was given to elderly people, children, and resettled people with underlying medical conditions, and various materials and medicines were distributed promptly so that they could shelter from the wind with peace of mind.
Reports show that on the afternoon of September 7, Yagi made landfall in Quang Ninh Province, Vietnam, moving westward at a speed of 10 to 15 kilometers per hour, and its intensity weakened rapidly.
Although its intensity weakened, the extreme weather brought by the typhoon, such as fierce winds and torrential rain, as well as the secondary disasters it may cause, still cannot be underestimated. Facing the severe and complex situation, all localities and departments kept in mind the spirit of General Secretary Xi Jinping's important instructions to "prevent secondary disasters and make every effort to reduce casualties," and without slacking off for a moment, they stepped up implementation of various defense measures in a detailed and thorough manner.
This typhoon had a relatively serious impact on the waters off Guangxi. According to Zhou Yunkui, deputy director of the Office of the Flood Control and Drought Relief Headquarters of the Guangxi Zhuang Autonomous Region and deputy director of the autonomous region's Department of Emergency Management, Guangxi conducted comprehensive investigations of various risks and hidden dangers in key locations and weak links such as densely populated coastal areas, major projects under construction such as the Pinglu Canal, and high-altitude urban structures, and carried out typhoon response work in echelons from the sea, nearshore areas, and land.
The autonomous region's flood control office has coordinated and arranged for departments such as water resources, natural resources, housing and urban-rural development, and transportation to organize multiple flood control guidance groups to go to key areas to inspect and guide defense work, ensuring that emergency rescue can be organized immediately once a dangerous situation occurs. At present, Guangxi has urgently evacuated 64,000 people to avoid danger and urgently transferred and resettled more than 4,600 people.
In response to the typhoon disaster, relevant localities and departments quickly implemented the spirit of General Secretary Xi Jinping's important instructions, stepped up repairs to damaged infrastructure such as transportation, power, and communications, and actively carried out post-disaster reconstruction.
In the early hours of the 7th, the Yuzhan and Zhanxu expressways and others organized 6 emergency rescue teams, totaling 304 members of Party member vanguard teams, commando teams, and rescue personnel, and used mechanical vehicles and other equipment to clear and tidy up trees, branches, and signs and markers blown down by the strong typhoon. The Maozhan and Baomao expressways deployed 232 rescue personnel and more than 40 large construction vehicles such as tow trucks to clear obstacles along the entire sections under their jurisdiction overnight. At present, traffic has been restored in some national and provincial highway areas.
"We will conscientiously implement the spirit of the General Secretary's important instructions, make every effort to carry out road obstacle clearing and emergency rescue and disaster relief, repair damaged road sections, and strive to reopen roads in the shortest possible time, effectively ensuring safe and orderly travel for the public," said Liu Xiaohua, deputy secretary of the Party Committee and general manager of Guangdong Provincial Communications Group.
Super Typhoon Yagi caused damage to many circuits in Wenchang City, Hainan Province. The power supply department has organized emergency repair teams and immediately entered coastal townships such as Wengtian Town and Longlou Town to carry out repair work. In Haikou, Wenchang, Qionghai, and other places, power grid repair teams could be seen working everywhere.
"We will follow the requirement of 'people enter and power is restored once the rain stops,' continue to complete post-disaster power repair work, strive to minimize the losses caused by the typhoon, and safeguard the people's electricity needs," said Zhong Qiongxiong, head of the emergency office of Hainan Power Grid Company under China Southern Power Grid.
China Telecom Guangxi Company immediately activated the provincial, municipal, and county three-level flood control communications support emergency plan, dispatching 30 support teams, 2,933 person-times of support personnel, 745 vehicle-times of support vehicles, 28 emergency communications devices, and 380 generator sets. Huang Yong, general manager of the Cloud Network Operations Department of the Fangchenggang Branch of China Telecom Guangxi Company, who is leading commando team members fighting on the front line, said that drainage work is currently being carried out in key areas such as communications equipment rooms and base stations located in low-lying or collapse-prone areas, while at the same time ensuring timely response to the communications needs of emergency command departments at all levels and providing good service for disaster relief and resumption of production.
Wang Yuqing, deputy director of the Rescue Coordination and Emergency Plan Administration Bureau of the Ministry of Emergency Management, said: "General Secretary Xi Jinping's important instructions reflect a profound sentiment of always caring for the masses and being close to and loving the people. We will resolutely implement the spirit of the General Secretary's important instructions, further improve emergency rescue and repair and restoration work, restore normal production and living order at an early date, and effectively safeguard the safety of people's lives and property."
