Recently, the Office of the Municipal Leading Group for Key Construction Projects released the 2024 list of key construction projects. A total of 315 projects (including provincial key projects) with a total investment of 390.53 billion yuan have been included, with an estimated annual investment of 64.64 billion yuan, and the leading and driving role of the projects continues to strengthen.

The reporter noted that these projects cover strategic emerging industries, modernization and upgrading of industrial chains, modern service industries, livelihood improvement, infrastructure and other fields. Among them, 132 are newly started projects with a total investment of 123.87 billion yuan and an estimated annual investment of 19.92 billion yuan; 146 are continued projects with a total investment of 223.6 billion yuan and an estimated annual investment of 37.85 billion yuan; and 37 are completed and put into operation projects with a total investment of 43.07 billion yuan and an estimated annual investment of 6.87 billion yuan.

In addition to municipal-level projects, the counties (cities and districts) with the largest number of projects are the High-tech Zone, Luquan District and the Economic and Technological Development Zone, each with 25 projects, followed by Xinle City with 21 projects and Shenze County with 18 projects. The largest estimated annual investment is in Xinhua District, totaling 5.12 billion yuan, followed by Chang'an District with 4.18 billion yuan and Luquan District with 3.81 billion yuan.

Large scale and high quality are also major features of this year's key construction projects. The reporter noted that this year, the overall scale of Shijiazhuang's key projects has further increased, with the average investment per project rising from 965 million yuan in 2023 to 1.24 billion yuan now. The continuous expansion of large and good projects will certainly lay a solid foundation for the high-quality development of the city's economy.

It is reported that this year Shijiazhuang will continue to implement project list management, requiring all counties (cities and districts) to strengthen coordination and scheduling of key projects and to implement full-process management through account reconciliation, account delivery and account calculation. City and county leaders will continue to be assigned to contact projects; city leaders will contact all provincial key construction projects within the counties (cities and districts) they are assigned to, and county-level leading cadres in each county (cities and districts) will contact municipal key construction projects, carrying out targeted contact and assistance and providing effective services.

At the same time, support for project factors will be strengthened. Land guarantee for key projects will be strengthened, and newly added construction land plan indicators will be tilted toward key projects. Exploration will be made of energy consumption budget management, giving priority to supporting the energy needs of eligible key projects. Exploration will be made of diversified and sustainable funding guarantees, and regular government-bank-enterprise matchmaking will be carried out to actively build platforms for matchmaking and cooperation.

To vigorously strengthen the coordinated advancement of projects, Shijiazhuang will also organize project inspection tours, centralized commencement activities and other activities at appropriate times, comparing appearance and progress, comparing scale and quality, commending the advanced and urging the lagging, so as to boost confidence and determination in grasping projects and promoting development.

It is understood that, in accordance with the relevant requirements for full-process management of municipal key projects, for the remaining projects in the 2023 municipal key construction project list whose remaining investment is less than 20% of total investment, the relevant policies for municipal key projects will continue to apply to ensure that they are completed and put into operation in 2024; other projects not carried over and included in the 2024 list will no longer be managed as municipal key construction projects.
