Tender Announcement for the WCJYTZ-1 Section Investor of the Jingmen-Yichang Section of the G4223 Wuhan-Chongqing Expressway

I. Project Overview

Construction location: Yichang City and Jingmen City, Hubei Province

Construction scale: The recommended route of the Jingmen-Yichang Section of the G4223 Wuhan-Chongqing Expressway starts at Yandian Village, Wulipu Town, west of Shayang County, Jingmen City, and ends at Tianfeng No. 6 Team, Fenghuangguan Village, connecting to the Yiba Expressway via the Yiling Interchange. The recommended scheme of this project has a total length of 64.905 km, of which 11.488 km is within Jingmen City and 53.417 km within Yichang City. It is to be built to the standard of a two-way six-lane expressway with a design speed of 120 km/h and a subgrade width of 34.0 m. A total of 28,106 m/45 mainline bridges (including mainline bridges at interchanges) will be built, including 14,894.5 m/11 extra-large bridges; a total of 6 interchanges will be set up, including 3 hub interchanges and 3 general interchanges. The estimated total investment of the project is approximately 11.6 billion RMB.

Tender scope: The Jingmen-Yichang Section of the G4223 Wuhan-Chongqing Expressway will be constructed under the franchise (BOT) model. After winning the bid, the investor shall establish a project company in accordance with the Company Law of the People's Republic of China and other relevant laws and policies. The project company shall be responsible for the entire process of project planning, fund raising, construction implementation, operation management, debt repayment, asset management, and project handover, operating independently and bearing its own profits and losses, and shall, upon expiration of the franchise period specified in the franchise agreement, hand over the expressway, ancillary facilities, land use rights, and relevant materials in accordance with the provisions of the franchise agreement.

Section division: This tender is divided into 1 section, namely the WCJYTZ-1 section.

Planned construction period: 1,095 calendar days; planned commencement date: December 31, 2023.

Estimated contract value: 11,600 million RMB.

II. Obtaining of Tender Documents

All those intending to participate in the bid (in the case of a consortium bid, all members of the consortium) shall register on the Hubei Provincial Electronic Bidding and Tendering Trading Platform and download the mobile version CA (Biaozhengtong) or apply for a CA digital certificate (for specific operations, see "Electronic Trading Platform"—Service Guide—Trading Entity Registration Guide).

After completing registration, please, from September 19, 2023 to 24:00 on September 28, 2023 (Beijing time, the same below), log in to the "Electronic Trading Platform" via the Internet using the mobile version CA (Biaozhengtong) or CA digital certificate, and download the tender documents free of charge for the section to be bid. III. Submission of Bid Documents

Deadline for submission of bid documents: 09:30 on November 27, 2023

Bidders shall, before the bid deadline, log in to the "Electronic Trading Platform" via the Internet using the mobile version CA (Biaozhengtong) or CA digital certificate, select the section to be bid, and upload the encrypted electronic bid documents. After the bidder completes the upload of the bid documents, the "Electronic Trading Platform" will immediately issue an electronic receipt voucher to the bidder, and the submission time shall be based on the transmission completion time stated in the electronic receipt voucher.
