Recently, on the 2016 honor roll of the Second Company of China Railway 11th Bureau Group, Qiang Juntao, Manager of the Third Division of the Hanzhou-Shiyan Railway Project, and Li Haitao, Party Working Committee Secretary, were both listed, respectively receiving the company's "Outstanding Project Manager" and "Excellent Grassroots Party Organization Secretary" awards.

In October 2015, when the Second Company established the Third Division of the Hanzhou-Shiyan Railway Project, it paired Qiang Juntao and Li Haitao in selecting project leadership members. Both have the character "Tao" in their names and were born in the same month of April 1979. They had previously collaborated in 2014 at the Wujiang-Jiujiang Passenger Dedicated Line First Division. They are in the prime of life, share common goals and ideals, and are the best partners for project party and administrative leadership.

At the Third Division of the Hanzhou-Shiyan Railway Project, people jokingly say: "Our project has two Taos, and they will surge and surge, driving all work forward, rapidly advancing construction production, and comprehensively strengthening project construction."

Since taking office, Manager Qiang Juntao and Party Working Committee Secretary Li Haitao have closely cooperated, supported and communicated with each other, united and helped each other, forming a joint force that has promoted the project's various work and achieved remarkable results. The project has won labor competition awards from the China Railway 11th Bureau Hanzhou-Shiyan Railway Command 17 consecutive times, including five first places in construction progress, five first places in comprehensive management, one third place in comprehensive management, two first places in safety management, two first places in quality management, one first place in standardized construction, and one first place in the 100-day intensive labor competition. In the first and second quarters of 2016, the project took the lead in winning seven consecutive first places in the labor competition assessment by the bureau command, including four first places in construction progress and three first places in comprehensive management. It was also the first construction unit to complete the mixing station acceptance, the first to complete the first pier of the Hanzhou-Shiyan Railway, and the first to complete tunnel breakthrough, earning the reputation of leader and vanguard of the entire Section 4. At the beginning of 2017, the project took the lead in carrying off two mobile red flags for "First Place in Standardized Construction" and "First Place in Comprehensive Management" from the January bureau command assessment and commendation meeting, achieving a good start for the New Year.

Project Manager Qiang Juntao, after graduating from university in July 2003, participated in the construction of projects including the Guizhou Goupitan Wujiang Bridge, Sichuan Dianlin Expressway, Hanyi Railway, Sijian Expressway, Yukai Expressway, Xixianbei Expressway, Wujiang-Jiujiang Passenger Dedicated Line, and Hanzhou-Shiyan Railway in the Second Company. He has served as project technician, engineering department head, chief engineer, deputy manager, and manager. He is a composite talent with knowledge, technical expertise, management skills, an enterprising spirit, and a pragmatic work style.

After taking office as division manager, based on the Hanzhou-Shiyan Railway Section 4 under his jurisdiction, which has a line length of 6.005 kilometers and a total cost of 535.10 million yuan, and includes roadbed, bridge, and tunnel engineering with a full range of specialties, as well as existing line construction, cross-railway, expressway, and national highway bridge construction, and high-pier construction with high safety risks, he led engineering technicians over mountains and ridges to survey the site and carefully prepared construction organization plans for various projects, laying a good foundation for construction. On December 2, 2015, the full-line groundbreaking ceremony was held in the Third Division's jurisdiction, and Qiang Juntao used the ceremony as an opportunity to be the first to open a pioneering construction point on the entire line.

To fully implement the "six-in-one" management goals of quality, safety, schedule, investment, environmental protection, and technological innovation, and to build the Hanzhou-Shiyan Railway into a safe, high-quality, and premium project, Qiang Juntao has always adhered to the overall project management philosophy of "quick site establishment, quick interface, quick land acquisition and demolition, safety control, quality assurance, production promotion, cost reduction, and benefit guarantee." In terms of construction progress, he implemented responsibility target management, decomposed construction plan indicators layer by layer, assigned them to each department, management group, work team, and every person and position, refined them to each week and each day, and insisted on daily inspection, weekly assessment, monthly evaluation, and timely rewards and punishments. In April 2016, in conjunction with the "Welcome July 1st, Fight for 100 Days, Add Glory to the Party Flag" labor competition organized by the owner and the 11th Bureau Hanzhou-Shiyan Railway Command, in order to achieve the competition goals, Qiang Juntao implemented time plan management. Based on the priority and urgency of each project task, he set node schedule targets, issued construction plans, tasks, time, and rewards and punishments to each construction unit monthly, and signed responsibility pledges, enhancing everyone's sense of responsibility and urgency to complete construction plans. The project department strengthened on-site control, adopting measures such as overall responsibility by project leaders, responsibility by deputy project leaders and department heads for specific areas, shift supervision and inspection, technical personnel on-duty monitoring, all work revolving around the site, and solving on-site problems without delay, ensuring safe, high-quality, and rapid construction progress and the timely achievement of node schedule targets one after another. As of January 2017, the project's temporary works were 100% complete, roadbed main works 95% of design, bridge main works 95% of design, and tunnels 100% of design, with the schedule 4 months ahead of the contract period.

In safety and quality management, Qiang Juntao adhered to the goal of "zero safety accidents, zero quality defects, building safe and premium projects," strengthened safety and quality management, established and improved safety and quality management systems, formulated and perfected various management rules, signed safety production and project quality responsibility pledges at all levels, and implemented the lifelong project quality responsibility system and the safety one-vote veto system. To improve the safety and quality quality of all staff and enhance safety and quality awareness, the project department held five safety and quality education training sessions, training 876 person-times. In light of the project's many high-pier constructions, in March 2016, a fall-from-height emergency drill was organized at Pier 23 of the Guanshanhe Grand Bridge; in June, as the flood season approached, a flood control emergency drill was organized at Pier 3 of the Liuliping Bridge over the Xiangyu Railway; in September, special safety training for operating lines was conducted; all achieved the expected goals.

Due to proper safety and quality management, effective measures, and controlled safety and quality, no safety or quality accidents of any kind have occurred since the start of construction.

In cost management, Qiang Juntao aimed at "reducing costs and increasing efficiency, pursuing maximum benefits." From temporary facility construction to various expenses, the project has been meticulous and strict, starting from saving every drop of water and every kilowatt-hour of electricity, focusing on strengthening internal cost control. With meetings and training as the starting point and internal control systems as the means, he created a good atmosphere where everyone manages and controls costs, effectively enhancing project management personnel's cost responsibility awareness and further strengthening project cost management; regularly cross-checked cost management ledgers of each department, analyzed data results, compared cost deviations, and corrected them in a timely manner; strengthened cost management of labor, materials, and machinery, strictly controlled non-contract expenses, conducted timely assessments of material savings and overruns, improved equipment utilization, and prevented project benefit loss.

As of December 2016, the project had completed a cumulative output value of 380.50 million yuan, achieving a T0 (in-contract benefit) value of 85.45 million yuan, a benefit rate of 21.34%. The project remitted 103.75 million yuan to the company, exceeding the company's planned task.

Party Working Committee Secretary Li Haitao is a second-generation railway worker who grew up in the military, influenced from childhood by the railway corps spirit, his parents' teachings, and family culture. He is honest in dealing with people, works steadily, and acts efficiently, truly a inheritor of the railway corps. After graduating from university in July 2000, he served in the Second Company as engineering team technician, team leader, management group leader, deputy project manager, and Party Working Committee Secretary. Since being transferred as Party Working Committee Secretary of the Third Division of the Hanzhou-Shiyan Railway Project in October 2015, he has taken the lead in maintaining the unity of the project leadership, understanding the big picture, considering the overall situation, and fulfilling his duties. He has made outstanding achievements in assisting the manager in construction production, land acquisition and demolition, party building, labor competitions, project culture construction, and employee ideological education, fully playing the role of Party Working Committee Secretary.

Land acquisition and demolition is an important task for whether a project can quickly enter the site and start construction. As soon as the project started, Li Haitao led coordination personnel to survey the villages along the route, proactively contacted and communicated with local governments and the railway construction command with a positive attitude, established relationships, and built connections with village committee cadres along the route. Before there was a clear standard on the entire line, he took the lead in completing red-line land measurement and access road connectivity, creating conditions for early construction.

While completing land measurement, Li Haitao actively coordinated relationships to ensure early land acquisition and construction before compensation funds were in place. Due to many construction projects in Liuliping Town, Shiyan City in recent years, some previous projects had defaulted on villagers' land compensation, losing credibility, and villagers had strong opinions. Now when discussing land acquisition, villagers demand money before giving land, bringing great difficulties to land acquisition. To solve the problem of acquiring land before funds arrived, Li Haitao thought of every possible way,不怕麻烦, went from village to village,

patiently did ideological work with villagers, sought guarantees from village committee cadres, and asked local command to provide assurances. Finally, he gained the villagers' trust and support, enabling the smooth early acquisition of construction land, making great contributions to the project being the first to start on the entire line and setting off a climax of intensive construction.

In land acquisition and relocation work, Li Haitao always started from the enterprise's interests, used his brains, thought of methods, fully understood local construction conditions, and used local relationships to eliminate two spoil grounds for the project. The division originally had three spoil grounds in the design plan. Based on the actual situation that the project's earthwork distribution was relatively scattered and the quantity at each location was not large, through docking with village committees and discussing with villagers, part of the earthwork was used for filling local gullies and site leveling at some local locations, and some was used to fill house foundations for nearby villagers. This not only reduced land use for spoil grounds for the project but also reduced a large amount of work and expenses for future reclamation, while also reducing environmental damage, saving the project over 1 million yuan in expenses.

Doing a good job in party building is the bounden duty of the Party Working Committee Secretary. Since the project started, Li Haitao, with a highly responsible spirit and pragmatic style, conscientiously implemented the resolutions and regulations of the company's party committee,

carried out in-depth "Two Studies, One Action" education activities in the project, advancing learning and education activities in a planned, arranged, step-by-step, and focused manner, achieving good results, promoting party members to uphold party spirit, abide by regulations, become qualified Communist Party members, and consciously resist unhealthy trends. Five party members and department leaders refused gifts and cash, and personnel at all levels of the project repeatedly declined invitations to meals, creating a clean and upright atmosphere in the project. Someone jokingly said to Li Haitao: "You are too strict with supervision. Now even for a small drink or tea, we have to pay out of our own pockets."

Based on the document requirements of the company and the group command, and in light of the project's actual situation, Li Haitao appropriately organized activities such as "One Party Member, One Banner; One Party Member, One Benchmark; I Am a Party Member, I Lead the Way," "Practicing Two Studies and One Action to Present a Gift to the Party's Birthday," creating "Party Member Pioneer Posts," "Red Flag Responsibility Areas," "Party Member Demonstration Posts," and the thematic practice "Improving Quality and Efficiency, Youth Taking Responsibility," fully leveraging the exemplary role of party members and guiding the vast number of league members and youth to better play the role of new force and assault force.

Doing a good job in labor competition activities. In April 2016, in response to the call of Hubei Hanzhou-Shiyan Intercity Railway Co., Ltd. for the "100-Day Battle" and the 11th Bureau Hanzhou-Shiyan Railway Command's "Intensive Work for 100 Days, Ensure Double Over Half" labor competition, Li Haitao extensively mobilized and deeply motivated all units and employees of the division. At the same time, the Party Working Committee, at the two key and difficult control project construction points of the Guanshanhe Grand Bridge and the Liuliping Bridge over the Xiangyu Railway, carried out activities to create "Red Flag Responsibility Areas" and "Party Member Pioneer Posts" according to the "Six Strong" standards: "strong collaborative role in completing tasks, strong enterprising role in reform and innovation, strong joint control ability in complying with rules and discipline, strong technical and business mentoring ability, strong ideological work guidance ability, and strong interactive role in employee life." He carefully organized, led employees, and strived for excellence, ensuring the achievement of the "100-Day Battle" construction plan node schedule targets, launching a labor competition where everyone strove to catch up. The entire competition was organized orderly with climaxes, effectively ensuring the smooth progress of the labor competition. Construction of the Guanshanhe Grand Bridge and Liuliping Bridge over the Xiangyu Railway advanced safely, with high quality and speed, and the project's overall construction progress ranked among the top on the entire line, receiving high praise during inspections and guidance by the owner and local government leaders at all levels.

Third Division Manager Qiang Juntao and Party Working Committee Secretary Li Haitao emphasize unity and the big picture, cooperate closely, and have formed the cohesion and driving force for project development, enabling the project to achieve successive outstanding results. They themselves have also won praise from higher authorities and the staff and workers, receiving the honors of "Outstanding Project Manager" and "Excellent Grassroots Party Organization Secretary." Recently, Manager Qiang Juntao was assigned an important task and transferred to the company's key and difficult Fuyi Expressway Project as manager. Party Working Committee Secretary Li Haitao, at the 2016 annual commendation meeting held by the 11th Bureau Hanzhou-Shiyan Railway Command, was awarded "Excellent Secretary" and continues to be responsible for the overall party and administrative work in the Third Division.
