On the 26th, with the official approval of the State Council, the National Development and Reform Commission issued the "13th Five-Year Plan for Promoting the Rise of the Central Region," which explicitly proposes supporting Wuhan in building a national central city. Wuhan is striding toward the pinnacle of China's urban system, formally entering the national strategy.

China has a large number of cities, and national central cities sit at the very top. In 2011, the 12th Municipal Party Congress put forward the goal of "building a national central city and revitalizing Greater Wuhan."

In July 2013, during his inspection tour of Wuhan, General Secretary Xi Jinping mentioned "revitalizing Greater Wuhan" three times in three days, affirming the city's efforts to build a national central city. In May this year, during his inspection tour of Wuhan, Premier Li Keqiang explicitly supported Wuhan in building a national central city and becoming the backbone of the Yangtze River Economic Belt.

This time, the State Council's approval of the "13th Five-Year Plan for Promoting the Rise of the Central Region" explicitly supports Wuhan in building a national central city. In addition, under the emerging industry cluster cultivation project, Wuhan is listed as several industrial centers, including an optoelectronics industry center, a flat panel display industry chain, a memory industry base, and a new materials base.

Previously, in approving relevant regional development plans, the State Council had already explicitly designated Beijing, Tianjin, Shanghai, Chongqing, Guangzhou, Shenzhen, and Chengdu as national central cities. The "13th Five-Year Plan for Promoting the Rise of the Central Region" explicitly supports Wuhan and Zhengzhou, two cities in the central region, in building national central cities, making the layout of national central cities more coordinated and balanced.

After receiving strategic support for comprehensive supporting reforms for a resource-conserving and environment-friendly society and the building of the East Lake National Independent Innovation Demonstration Zone, Wuhan has, since the 18th National Congress, successively gained a number of national strategies, including comprehensive innovation and reform trials, core city of the Yangtze River Economic Belt, and a pilot free trade zone.
