I. Strengthen Construction Safety Management

(1) The person in charge of the construction unit (project management department) must take full responsibility for the safety production of the project, clearly identify themselves as the first responsible person for safety production, be responsible for establishing a safety management organization, implement the safety production responsibility system, define the safety responsibilities of leading cadres, management personnel, and workers, and organize the formulation and implementation of safety measures and rules and regulations that meet on-site production conditions. They must earnestly implement the policy of "safety first, prevention foremost" and comply with the safety rules and regulations of the national and local industry authorities.

(2) The construction unit must establish a safety production leading group, equip full-time (or part-time) safety officers to assist the leadership in implementing safety rules and regulations, organize safety activities, persist in inspection and guidance of safety production at the work site, solve problems in safety production, dissuade illegal command, and stop illegal operations. They are also responsible for educating and training new workers and temporary workers on on-site safety knowledge and safe operation skills, compiling safety production technical designs and measures for the construction project, and earnestly doing daily safety management work.

(3) The construction unit must establish a safety inspection and safety education system, and persist in safety production inspections and safety education and training as required. Before the project starts, the safety production conditions at the work site must be inspected, and construction can only begin after approval by the competent department. During construction, inspections should be conducted once a month; the machine station should conduct inspections once a week. For problems and accident hazards found, measures should be formulated, assigned to individuals, and rectified within a time limit.

(4) The work team must adhere to the shift handover system. The team leader should assign work tasks and explain safety precautions before the shift, summarize after the shift, and criticize violations. When handing over shifts, operators should conduct detailed inspections of the mechanical equipment and tools they use, and promptly handle and report any unsafe factors.

(5) On-site operators must receive safety management, safety education, and safety skills training. Special types of work, such as electricians, welders, crane operators, blasters, and motor vehicle drivers, must undergo strict training and assessment and must work with certificates.

(6) Operators must strictly observe labor discipline and safety rules during work, not fight or leave their posts without permission, not drink alcohol before work, wear labor protection equipment, work clothes, and safety helmets, and not wear slippers. Safety belts must be fastened when working at heights.

(7) The construction site must hang clear and eye-catching safety responsibility system signs and safety discipline (or safety management regulations) slogan boards. Dangerous areas should also have safety warning signs.

(8) When multiple people work together, operators must follow commands. They have the right to refuse illegal and risky commands, and have the right and obligation to promptly report and handle dangerous situations and carry out accident rescue.

(9) In case of an accident, it must be reported level by level as required, and investigation and handling must be organized to find out the cause of the accident, take serious measures, and prevent similar accidents from occurring.
II. Carefully Arrange Safety at Pile Foundation Sites
(1) Before entering the site, a site survey must be conducted to identify high-voltage lines, underground pipelines, communication cables, and other structures. The site should have the construction conditions of "three connections and one leveling" (water, electricity, roads, and leveled ground), and the construction site should have sewage pits, wastewater pools, and other facilities to achieve civilized production.

(2) Safety signs should be set up at the construction site, and safety warning signs should be set up at dangerous locations; power supply lines within the site should be overhead or buried in trenches, and the insulation condition of electrical lines should meet safety requirements; sufficient lighting should be provided for night production.
III. Strengthen Safety and Protection of Pile Foundation Construction Equipment
(1) The drill frame and platform should be installed stably, squarely, and firmly, with complete parts; exposed gears, belt drives, and exposed rotating shaft ends should be equipped with protective railings or guards.

(2) The base timber track should be laid stably and with appropriate length; platform boards should be laid anti-slip and firmly; tower ladders, work platforms, and railings must be installed firmly and reliably; the upper part of the drill frame should have a work platform convenient for high-altitude operations; water drilling platforms must be sturdy and reliable, unaffected by water flow.

(3) The distance between the top of the drill frame and high-voltage power lines should comply with safety regulations or meet safety requirements; distribution boxes should be equipped with leakage protectors and other safety facilities, with rainproof measures outside the cabinets, and electrical equipment shells should be equipped with protective grounding or zeroing; electrical switches should be intact, and fuses,保险丝, etc. should be used as required, and must not exceed the rated standard or be replaced with copper wire or iron wire.

(4) Dangerous areas within the site should be equipped with corresponding safety protection facilities; and sufficient fire prevention facilities should be provided.

(5) Wire ropes and rope clips for lifting must be safe and reliable.
IV. Strictly Follow Safe Operation in Pile Foundation Construction
(1) Each shift should inspect the bolts of the platform, drill frame, lifting system, mechanical equipment, and other parts.

(2) When moving the drill frame and platform, no people or unsecured floating objects are allowed on the tower and platform; when using SPJ-300 trailer drills or truck-mounted drills for movement, the tower should be lowered first and then moved; moving the platform and installing/removing the drill frame should be under unified command.

(3) During high-altitude operations, all tools and items should be placed in tool bags to prevent falling objects; no simultaneous operations above and below the tower, and no throwing of tools and items.

(4) When the drill's universal shaft is rotating, personnel must not cross or stand on the rotary table; when lifting or lowering the drill bit, personnel at the wellhead must stand outside the range where the drilling tools may fall; when attaching or detaching the hoisting device, the vertical shaft rotation must be stopped, and someone must watch the switch.

(5) When the machine is running, do not disassemble or repair parts, nor clean; do not wear gloves to remove or apply wax to belts; do not use iron tools to adjust belts; do not pull, touch, or step on running wire ropes.

(6) Before lowering the reinforcement cage, clear obstacles around the hole opening; when lowering the reinforcement cage, it is forbidden for people to climb onto the cage to add weight; when lifting the reinforcement cage or conduit, wire ropes with a diameter greater than 10mm must be used, and wire ropes with excessive wear should be replaced.

(7) Do not use fire, smoke, or throw cigarette butts around acetylene cylinders and oxygen cylinders; when welding reinforcement cages at the construction site, strictly follow the safety operation procedures for electric and gas welding.

(8) Dump trucks can only be used on the construction site, not on public roads, not as a means of transportation, and must not carry passengers.
